With the smaller programe of work that the Port Development Department will havo boforo it, roductions have been made in the personnel, the Engineers being roduced

from four to two and 1st Class Oversours from throo to onc.

No oxunditure on now works of magnitudo is provided for, and it is unlikely that the sum of 505,000 provided will bo cxcooded.

The Railway has had another bad year. has boon little or no through traffic and until it is rosumed the Rovenuo derived from the Railway must romain at a low figure. It is not possible to roduce the staff of a railway in direct ratio to the amount of work which it is doing as all the various dopertonts must continue to function whotlier tho work which they are doing is much or little. The prospects of the rosumption of through traffic on a satisfactory basis are however so remoto as it will probably tako a long time, after normal conditions are restored, to supply the deficiencios in rolling stock on the Chinoso section, that it is usoloss to koup in anticipation of such resumption a larger staff than wo
